About Trichy Corporation



TRICHY CORPORATION



The entire Trichy corporation administration is broadly divided into 2 district wings. They are deliberative wing and executive wing. Some decades ago,the deliberative wing had only limited controls over the administration with little powers.That now having democracy as the basis ,The deliberative wing has more powers to control the administration. For example the elected body not only formulates policy to be followed by the administration but also decides on appointments ,promotion ,disciplinary appeals etc .,and approve budget and expenditure.



Trichy Corporation deliberative wing consists of a Council with all the councilors as Members and 6 standing Committees. The elected council period is 5 years .Each standing committee has one Chairman and 5 members. The members of the Committees are elected by the council by secret ballot. The chairman of the each committee are elected by the members of that committee. The period of the office of the Chairman is one year.



Apart from these committees, two councilors are elected by the Council as members of the Tax Appeal Committee which disposes the tax appeals preferred by the tax payers.The Appointment committee consists of Mayor, Commissioner and Councilor elected by council as members.The same committee will function as Disciplinary Appeal Committee which disposes appeals preferred by the employees against the punishments imposed on them by the Corporation authority. The Council has powers to appoint committee on specific issues.The Act also provides joint committees to discuss issues common to 2 or more Committees.In the absence of elected council, special officer appointed by the Government will function as council and committees.

Executive Wing
The Commissioner is the Chief Executive of the Corporation.The Commissioner is appointed by the Government .Generally, an Officer of Indian Administrative Service is appointed as Commissioner. The Commissioner has over all control of the Corporation Administration. The MCMC act 1971 clearly gives several powers to the Commissioner to carry out all the functions of the Corporation. But his powers are restricted subject to the approval of the Council and the Committees as the case may be.

The entire Corporation administration is divided into several Departments. Each department is specifically assigned one or more functions .Each department functions under the control of a Class I officer .The Class-I Officers functions under the direct control of the Commissioner.
To assist the Class-I Officer most of the departments are having Class- II Officers .Also Each Department is having Class-III and Class -IV Employees.

The Different Department of the Corporation are given below:-
1. General Administration and Endowments.2. The Council wing3. Engineering Section(Roads & Buildings)4. Engineering (Water Supply & Drainage)5. Accounts section (w&d)6. General Administration and Endowments
The General Administration is headed by the Assistant Commissioner who is on Corporation employee. Under him the following wings are functioning.
1. General Establishment Section2. Record Section and Stationery3. Treasury.4. Fair Copy Section
Apart from General Establishment ,works relating to endowments, rest houses ,Auditorium ,Kalyana Mandapams,Welfare Programmes and Elections are looked after by him. The Assistant Commissioner is generally assisting the Commissioner in the administration.

Health Wing:
This wing functions under the control of City Health Officer. To assist the City Health Officer Assistant Health Officer, Medical Officers, Circle Sanitary Officers, Sanitary Inspectors, etc. are functioning.



ACCOUNTS WING
The Accounts wing is functioning under the control of one Assistant Commissioner (Accounts) and to assist the Assistant Commissioner there are three Accounts Officer with functions as follows:
Accounts Officer (General) : General Fund transactions and General budgetary controlAccounts Officer (Treasury & Pension) : Looks after the treasury functions and pension payment.Accounts Officer (Water supply & Drainage): Water supply and Drainage Fund transactions and budgetary control for it.
REVENUE WING
The Revenue wing of Trichy Corporation is functioning under the control of Assistant Commissioner (Revenue) and the Revenue is generated from the following sources:
1. Property Tax2. Profession Tax3. Advertisement Tax4. Sunshade Tax5. Encroachment fees6. Rent, lease etc.

TOWN PLANNING
One of the sectors which attribute to the development of urban areas and the important factor is urban land use development. Unless, it is regulated with regulatory measures not only hapazard growth will erupt. With a view to control this the Government have enacted Acts and rules.

LEGAL BACKING
For Trichy city area, the "Trichy City Municipal Corporation Act 1971" has been enacted. This Act deals with the formation and declaration of public and private streets and the regulation of buildings.
The "Town and Country Planning Act 1971" takes care of regulating the land use pattern.The Town Planning wing is regulating the provisions of these Acts by.. by approving plans as per rule. Upto 1500 sq.ft. the plansare approved in the Ward Offices and for buildings morethan 1500 Sq.ft. the plans are scrutinised and approvedin the main office... By assisting Local Planning Authority in preparing detaileddevelopment plans for the thrust areas.. By detecting unauthorised constructions and to take legalaction against them.. By evicting encroachments.
Further the Town Planning wing prepares Project reports pertaining to Urban Development works and maintains the Corporation immovable properties and survey land records.

REGULATORY MEASURES:
Planning permits are issued based on the following rules and regulations:
Building rules 1942Master Plan ruleDetailed development Plan RulesMulti Storeyed Building rulesParking Byelaw regulationsHeight restriction regulations.
Trichy city has been declared as HERITAGE TOWN because of the location of Meenakshi Amman Temple. To preserve the aesthetic view of the temple towers the Government have enacted regulations restricting the height of the buildings, to 9 Meters within one kilometer radius from the temple and to 15 meters upto the city limit.

The Council Wing
The Council Wing is functioning under the control of Secretary of the Council .This wing is responsible for the preparation of Agenda for the meetings of the Council and Committees. On the advice of the Committee Chairman/Mayor/Special Officer. The Secretary of the Council is responsible for convening and conducting the meetings of the Council/Committees.
The section is responsible for the naming the building and streets, conducting the elections of co-opted members ,members of different committees Chairman of Committees ,Mayor and Deputy Mayor.
The grievance petitions from the public are processed in this section. Secretary to Council is also responsible to make arrangements to celebrate all the functions of Corporation of Trichy.

ENGINEERING SECTION (WATER SUPPLY & DRAINAGE)
The water supply and Drainage section is functioning under the control of the Corporation Engineer who is from the Corporation in to the cadre of Executive Engineer. One Assistant Executive Engineer and 6 Junior Engineer's are functioning under the control of Corporation Engineers .The Important functions of this section are:-
1.Extracting filtered water from different Head works and the protected water obtained from vaigai scheme and Distributing protected water.2.Digging maintaining and repairing of borewells and well water supply maintenance.3.providing protected water house connections and public fountains and drainage house connections.4.Supply of water to public toilets and pay&use toilets.5.Supply of water to unserved areas through lorries.6.Construction and maintenance of underground drainage system.7.Construction of open drains.8.Maintanence of Public and Office parks and Traffic islands.9.Maintanence of sewage farm at Avaniapuram and Sankimangalam
Complaints regarding sewerage & drainage will be attended swiftly
a) Blockage of sewer line - within one hour.b) Overflowing of sewer line - within one hour.c) Repair of damaged sewer line - on the same day.d) Removal of blockage in drainage - on the same day.e) Minor repairs of drains - on the same day.f) Major repairs of the drais - according to the time bound programmeg) De-silting of drainage - April to September.

Accounts Section(W&D)
The Account Section is functioning under the control of Accounts Officer (W&D) who is on deputation from Treasuries and Accounts Department. This Department is responsible for the maintenance of water supply and drainage Accounts, payment of salary to the staff, maintaining pension, gratuity account etc. The section is also responsible for the receipt of Grants and loans for the water supply and drainage schemes from Government. Accounts Officer (W&D) is also responsible for collection of charges of water supply and drainage.

State is in touch with the company to set up a centre in the proposed IT park.

Information Technology major, Cognizant, is willing to invest more in tier II cities, including Trichy, and the State Government is already in touch with the company for setting up a centre in the IT park coming up here.

Yes, Democracy is dying in Trichy - Tamil Nadu - South India - in fact all over India. Democracy is like a human body. Human body is corrupted with all kinds of bacterias, viruses and diseases.

Democracy is not anymore in India. We are being brainwashed that there is democracy going on India. But it is not. There are three enemies to democracy. Here are they -

(i) Corruption
(ii) Corruption
(iii) Corruption

Democracy has become with lot of holes, due to corruption. Democracy, as a system is not functioning, because of the fact that executive, judiciary and legislative layers of our government is corrupted.

There had been many tamil movies based on correcting corruption - like Indian, Anniyan, Ramana etc., but the movies are being watched and enjoyed. There is no social change out of it. Director has to be appreciated for the whole effort of trying the social change, but he is going without any good results. However, he gets the commercial benefits. My question is: Why are we liking to watch a movie with such a story of corrupt free world, but not interested to make our country in that fashion.

Eyes of democracy is closed by the monopolistic press and not a brave newspaper or television company so far.

Either the press is completely associated to one political party OR the press is not brave enough to freely post their articles to reach the people of the democratic country.

People are given false and unclear pictures of what is happenning around in the country, by owning the press in their side. There is one media company in Tamil nadu, which owns as many television channels, as many morning newspapers, as many evening newspapers, as many magazines as possible. These guys own the powerful television channel, which hosts programs with highest TRP ratings. People are stuck to these TV channels. People are not thinking for prosperity. People are just before the Televisions and keep on watching. People are becoming stupids and idiots, by watching just movies and serials. There is no scope for exposure and there is no scope for productivity.

In olden days, Zamindars used to have the people in the village, illitrate. Same thing is happening right now. Political parties are even giving Free Televisions for people from their party's money or government's money(all of tax payer's money), so that people can be struck to the television sets and be idle for the rest of their lives. At the sametime, have the people watch their campaign all the time.

You might think I am angry on the government. I would not agree with that. Not really. I am not angry with the government. I am angry with the people. Angry about all of us. Cheating is not a very bad thing. Being cheated is SIN.

We, the people are being sentimental fools, by going behind actors. We consider actors and actresses more than human beings. We should learn to watch movies, as movies and not compare with real life. That will change some of our thinking and in fact our lives.

There are three levels of the government - Executive, Judicial and Legislative. All the three parts of it needs money for functioning as a bribe to everything. Not only the government, every part of our soceity works on bribe and money. Did you know India is one of the most corrupt countries in the world!? Too bad!!

In effect, we should change for the betterment of the soceity. We should change for good. Automatically, the government would change for better. If every man does some change to the soceity, automatically things will change.

Everyone should read to become refined. Everyone should make positive changes towards our life. I suggest everyone take small steps and even very big steps are not needed - For example - do not put trash on public areas, instead just put the trash in trash can!

Let us take positive action and be just not idiots hereafter. Let us give what we can even in small efforts and save Democracy.

Trichy IT Park Location

Trichy IT Park Location finalized:

The emergence of the Honeywell's Research Lab tied to the Thiagarajar Enginnering College and TCS' Disaster Recovery Centre have been instrumental in IT development of the city. Also interest from Syntel, Infosys and RR Industries in opening development centers mean Trichy can look forward to an IT industry driven future. The global software major, IBM, has established its "Rational Center of Excellence" that is equipped with latest software, hardware and networking technologies.

The district administration has identified two sites, one near the Trichy Kamaraj University at Nagamalai Pudukottai and the other on the city outskirts, for setting up the much-awaited IT Park. The Government has transferred 8.81 hectares at Ilandhaikulam and 16.02 hectares at Kinnimangalam (near Trichy Kamaraj University) to ELCOT. The Trichy Corporation has identified 29.93 acres of land for establishing the Tidel park in the city. The Tidel park will be an Elcot undertaking. NASSCOM, CII and MADITSSIA have joined hands to conduct the "Trichy.com", a move to showcause Trichy as an ideal IT destination. The government run STPI has plans to open its Trichy centre in the year 2007.

In Trichy 28.91 acres of land is already dedicated to Trichy IT park and Government (Chief Minister Kalaignar Karunanidhi) had given a government order for starting the work on Trichy IT Park. It is all planned in Coimbatore and Trichy.

Trichy Chitra Festival




Trichy is all set for the Goddess Meenakshi and Sundareswarar Temple's Chithra(Chitra/ Chithirai thiruvizha) festival to be held starting from April 20th.

Several festivals are held throughout the year in Trichy. These festivals attract crowds from far and wide and by far represent some of the grandest celebrations of the Indian subcontinent.

The annual Bhramhotsavam celebrated in the month of Chittirai (Aries) is the most important one and it ties in the legends related to the Trichy temple such as the coronation of Meenakshi, the Divine marriage etc. The Chittirai festival also coincides with the annual festival at Tirumaaliruncholai. The Divine marriage involves a procession of deities from Tirupparamkunram as well, and hence during this time the entire area in and around Trichy is transformed into one of a great celebratory space.

The Chittirai festival begins on the 5th day of the bright half of the month of Chittirai. The key events fall on the 8th, 9th and the 10th days of the festival. The eighth day of the Chittirai festival witnesses the coronation of Meenakshi and procession on silver thrones, while the 9th day is the digvijaya festival. The 10th day (Chitra Purnima) marks the wedding of Meenakshi and Sundareswarar.

Legend has it that Vishnu gave his sister away in marriage to Shiva. In commemoration of this legend, an image of Vishnu is brought in procession from Tirupparamkunram to Trichy. Since Subramanya is the presiding deity of the Tirupparamkunram temple, an image of Subramanya leads the procession. Following the wedding, images of Meenakshi and Sundareswarar are taken out in a grand procession on a palanquin and a silver elephant respectively. (It is to be noted that the Tirukkalyaanam festival is celebrated on Chitra Pournami in all Shiva temples celebrating the annual Bhramhotsavam in the month of Chittirai).

During this time, Kallazhagar from Azhagar Koyil (Tirumaaliruncholai) makes a visit to Vandiyur, near the Vaigai river, on the eastern outskirts of Trichy. It is believed that Kallazhagar realizes that he is too late for his sisters wedding, so refuses to cross the river and returns disappointed to Azhagar koyil.

Historically, the chittirai festival used to be celebrated in Maasi, hence the festival processions use the Maasi streets. The festival apparently was moved to the month of Chittirai in the period of the Naik kings so that the timing would synchronize with that of Azhagar Koyil.

Beggars arrested in Trichy



Yes, you guessed it right!
Beggars in and around Trichy are being arrested. They are brought before the justice, and said that it is a crime to beg in Trichy/India. But no one, realizes that...

Anyway, Beggars are in Trichy are being arrested and fined for amount Rs.50(which is 1 dollar approximately) or else they are sent to rehabilitation centre. Isn't this really cool?! I like this, in fact...

This is probably one of the best steps corporation had taken...Also this helps in easiness for the foreign tourists, who are visiting Trichy, considering the fact that Trichy is a great tourist location.
