Trichy Central Library to improve and change for hi-tech

The profile of library network in Trichy district is set to change in about a month’s time. Giving lead to this image makeover is the District Central Library in the city which is now giving shape to various Information Technology (IT) initiatives. 
It will no more be just an array of racks, shelves, books and a reading table. The District Central Library, which has a collection of 1.56 lakh books, will provide a range of value-added services, the infrastructure for which is getting ready. 
Internet browsing centre, downloads, book scanning, printouts, CD writing, an exclusive webpage, bar coding of books and CCTV are among the things in pipeline. 
Not only the central library in Trichy but also the 12 taluk libraries in the district at places such as Melur, Usilampatti, Sholavandan, Tirupparankundram and Tirunagar are being supplied with computers, thanks to support from Raja Rammohun Roy Library Foundation, an autonomous body under the Union Ministry of Human Resource Development. 
“IT has penetrated into every field and so libraries cannot be an exception. Each branch library is getting three computers and already the taluk level libraries are provided with photocopiers,” says M. Kannan, Librarian, Subramaniapuram Branch Library. 
According to R. Sakthivel, Librarian in-charge, District Central Library, the infrastructure development and IT installations were made possible due to a special fund of Rs.4.09 lakh sanctioned by former Collector T. Udhayachandran. 
“On an average, there will be 750 visitors a day at the central library which was opened in 1952. Out of the total collection of 1.56 lakh books, one lakh books are meant for lending and the remaining 56,000 are reference books,” he says. OPAC soon 
For the benefit of people outside Trichy district who want to know the details of books in the District Central Library, a webpage is being created with the help of National Informatics Centre (NIC). “In library parlance, we call the webpage facility as Online Public Access Catalogue (OPAC) through which public can access the library catalogue,”says Mr. Kannan. Librarians were trained in operating computers at a programme held here last month. 
The annual subscription for library membership is Rs.10. Besides, Rs.50 has to be paid as caution deposit for three tokens and the books are lent for 14 days. 
Browsing charges per hour will be Rs.10. Talks are under way with the BSNL to get broadband connectivity. “The value-added services will prove that public libraries can be revenue-earners too by collecting nominal charges.” 
The District Central Library is open from 8 a.m. to 8 p.m. and it has a separate section for women and children. Library authorities put forth a request to the State Government to appoint qualified full-time/pay scale staff because “the central library and branch libraries cannot afford to have temporary staff since it is risky when you are dealing with valuable books.”

One of my lifetime Trichy Dreams

I have always like the concept of Library in my childhood.
My mother used to work as a librarian in my school, apart from being a clerk cum typist in the same school.

Even though I don't really have looked into the books very curiously, my mother used to bring books on rent to home for reading. She gives me newspapers for reading, so that I and my brothers would get reading habit. She really understood the concept of reading and its associated advantages. She tried a lot with us.

My uncle(my mother's brother) works as a clerk in Trichy Kamaraj University as well. He gets us books from the MKU library for rent. We had so much advantange and access to the libraries in the town.

The libraries, any student would get access to in Trichy town are - School library, College Library, University Library, Street library(if one exists) and the City Government Library.

However, when a student wants entertainment, he/she does not go to a library to spend/kill time. Cinema theaters are the main destination, even if it is a daytime or afternoon times.

I think there has to be an option for somebody to spend time in a local library in every area. That is my dream. Anybody should love reading. Reading a book, apart from academic books had been an alien idea for someone.

I am setting a budget starting in 2005 from my personal money to build a network of libraries in and around Trichy. Anybody wants to read or gain knowledge or kill time or spend time usefully or pass free time or entertain themselves or have meeting and discuss about knowledgeable topics - then they should think about this chain of libraries. Libraries should facilitate a great childhood in Trichy to win the world!!

I am talking, representing New Trichy Foundation. I don't know which year I would be able to build this network of libraries, but definitely I will before I die! That is too far anyway.

This is one of my dreams - Building a Network of Libraries in and around Trichy.

Trichy Taekwondo - a martial art - Korean Karate - CK Nagaraj

In my school days, my mother enrolled me and my Trichy brother into two courses. As I have told you before, my mother had a vision. She wants her children to be well equipped before we encounter the real world.

One was Hindi class provided by Dakshin Bharath Hindi Prachar Sabha and I successfully passed "Praveen" exam. This is supposed to be equivalent to BA in Hindi.

Another was Taekwondo. My brother completed Taekwondo - Black Belt. I completed the Brown Belt, which is just before Black Belt.

We used to study in the TVS Nagar branch, which was opposite TVS Lakshmi Matric School. Taekwondo is a great martial art, but from Korea. Taekwondo is more of an art with the leg, when compared to Karate, which is all of hands. Taekwondo is more of leg and less of hand. Taekwondo is also called Korean Karate. Taekwondo is one of the asian(korean) martial art, like Kung fu and Karate.

CK Nagaraj was our master and he is a great teacher and a great person. He is a good friend of us and our mother knows him very well. I am grateful to the Taekwondo master Nagaraj. He is a member of Lions Club as well. CK Nagaraj had received even 3-5 DANs(levels) in Black Belt of Karate.

One interesting point is - TVS Nagar branch still exists and even today master is teaching in the same terrace of the building opposite our school.

By the way, 24th January and 25th, 26th - state level competition is planned to happen in TVS Lakshmi Matriculation Higher Secondary School, Trichy.

what are the improvements needed in education in trichy?

We have already written about the Literate project in Trichy, in one of our previous articles. This project is for improving the education from the scratch.

However, there is another question - how to improve existing education in Trichy?
What is our education infrastructure today? Here is the education profile of Trichy

There are various improvement points to be considered -

1) There are colleges opened today with the motive of only profits in mind. On those days, schools and colleges were built with a motive of education in mind, but controversially these days colleges are started as a business. Money minded colleges, cannot provide great education.

Even parents are willing to provide lakhs to get their children engineering or medical degree. If they want a professional degree, they should get him study very well. Anyway, let us stick to the topic and I guess, we are moving away from the topic.

2) We need great teachers. Teachers are supposed to be highly respected people in the world. Teachers stand and all students sit in the chair, when a class is provided. Teachers stay at the same place, but the students get graduated and progress in their lives to go to the top. Hence, teacher profession is great and hats off to all the teachers! If you go to government schools, there are some teachers, who never teach, but they get hefty salaries - chitchat, do side business and never have children's education in mind. Teachers have to have vision in their mind. How do I want my children to progress? How do I inspire students to come up in life? How do I ignite the students? Teachers have to become inspiration to the students.

3) Comparing Montessori education to education in Trichy - Soft skills, social skills, thinking abilities has to be improved instead of getting the children memorizing the text books. Students has to be made understood about the meaning of the texts!

4) Reading habit has to be improved in Trichy. More corporation libraries has to be opened in Trichy and there has to be readers programme's for children. Reading habit is one great habit, if inculcated into the students, then you don't have to worry about anything. They will come up in life. If you ask any successful person or any entrepreneur about their background and hobbies - they would read lot of books.
We tried to open free libraries in the past, but we have put the project on hold for future. Once we have sufficient money, we would open Free Libraries in Trichy.

5) Inspiration and Motivation among children would help them in long run, apart from the usual text books.

6) Parents have to give extra time in their evenings and weekends for their children's education.

7) Mathematical, Language, personality and communication skills has to be improved in all respects.

Disappointed Trichy students, even after Campus Interview selection

In most of the colleges, campus interviews are conducted and the students are selected for employment in corporate companies. Companies include HCL, TCS, Satyam etc., If you don't know what is Campus Placement - Companies come to the college campuses and recruit students after written tests and couple of rounds campus interviews. Students are made offers even while studying 3rd year or 4th year of the academics. Today what is happenning is - even though the students are offered with a job after interviews in college campus, companies are postponing or cancelling the placements in the companies. The reason is recession in economy. Companies are wondering if the new employees should be taken in or not, with this kind of economy situation. This happenned in past like during 2000, 2001 and 2002 timeframe. Hopefully this would change, after the economy improves. Students and Candidates, please keep hope and this would improve and you would get jobs. All said - a given fact that you have already gone through interviews and got selected is a big deal. Be proud of it!!

Trichy Law college needs Lecturers

The Trichy law college, which also witnesses campus tensions like other TN city law colleges, does not even have half the sanctioned strength of lecturers. While the college ought to have 31 faculty members, it has just 14 of them. Remarkably, only four senior lecturers teach the students in Trichy law college, as 10 posts remain vacant.

Looks like there was dislike between 2nd year BE students and 3/4th year BE students sometime back. Today, the clash happenned to occur between these two set of groups. The college properties like windows, chairs, tables etc., were broken. College Management is seriously upset.

Forming a Company in India

The Companies Act of 1956 sets down rules for the establishment of both public and private companies. The most commonly used corporate form is the limited company, unlimited companies being relatively uncommon. A company is formed by registering the Memorandum and Articles of Association with the State Registrar of Companies of the state in which the main office is to be located.

Foreign companies engaged in manufacturing and trading activities abroad are permitted by the Reserve Bank of India to open branch offices in India for the purpose of carrying on the following activities in India:

· to represent the parent company or other foreign companies in various matters in India, for example, acting as buying/selling agents in India, etc.;

· to conduct research work in which the parent company is engaged provided the results of the research work are made available to Indian companies;

· to undertake export and import trading activities;

· to promote possible technical and financial collaboration between Indian companies and overseas companies.

Application for permission to open a branch, a project office or liaison office is made via the Reserve Bank of India by submitting form FNC-5 to the Controller, Foreign Investment and Technology Transfer Section of the Reserve Bank of India. For opening a project or site office, application may be made on Form FNC-10 to the regional offices of the Reserve Bank of India.

A foreign investor need not have a local partner, whether or not the foreigner wants to hold full equity of the company. The portion of the equity thus not held by the foreign investor can be offered to the public.

Incorporating a Company:

Approval of Name: The first step in the formation of a company is the approval of the name by the Registrar of Companies (ROC) in the State/Union Territory in which the company will maintain its Registered Office. This approval is provided subject to certain conditions: for instance, there should not be an existing company by the same name. Further, the last words in the name are required to be "Private Ltd." in the case of a private company and "Limited" in the case of a Public Company.

Memorandum and Articles, etc.:

The Memorandum of Association and Articles of Association are the most important documents to be submitted to the ROC for the purpose of incorporation of a company. The Memorandum of Association is a document that sets out the constitution of the company. It contains, amongst others, the objectives and the scope of activity of the company and also defines the relationship of the company with the outside world.



The Articles of Association contain the rules and regulations of the company for the management of its internal affairs. While the Memorandum specifies the objectives and purposes for which the Company has been formed, the Articles lay down the rules and regulations for achieving those objectives and purposes.



The ROC will give the certificate of incorporation after the required documents are presented along with the requisite registration fee, which is scaled according to the share capital of the company, as stated in its Memorandum. A private company can commence business on receipt of its certificate of incorporation.



A public company has the option of inviting the public for subscription to its share capital. Accordingly, the company has to issue a prospectus, which provides information about the company to potential investors. The Companies Act specifies the information to be contained in the prospectus.



The prospectus has to be filed with the ROC before it can be issued to the public. In case the company decides not to approach the public for the necessary capital and obtains it privately, it can file a "Statement in Lieu of Prospectus" with the ROC.



On fulfillment of these requirements, the ROC issues a Certificate of Commencement of Business to the public company. The company can commence business immediately after it receives this certificate.

A private company is a company which has the following characteristics:

shareholders’ right to transfer shares is restricted;
the number of shareholders is limited to fifty; and
an invitation to the public to subscribe to any shares or debentures is prohibited.
Public Limited Company
A public company is defined as a company which is not a private company. The following conditions apply only to a public company:

It must have at least seven shareholders.
A public company is not authorized to start business upon the grant of the certificate of incorporation. In order to be eligible to commence business as a corporation, it must obtain another document called "trading certificate".
It must publish a prospectus or file a statement in lieu of a prospectus before it can start transacting business.
A public company is required to have at least three directors.
It must hold statutory meetings and obtain government approval for the appointment of the management.
There are several other provisions contained in the Companies Act 1956 which are applicable only to public companies and should be consulted.

Procedure for Starting of New Institutions and Additional Courses

Managements desiring to establish new institutions shall get the application from the AICTE (Chennai Office) on payment of the prescribed fees (presently Rs.5000/-.) The applications in the AICTE format for starting new Engineering Colleges/Polytechnics and for starting new courses in the existing institutions are to be submitted to the AICTE, State Government, University etc. as indicated in the formate.

The infrastructural facilities with regard to the availability of land, buildings and finance provided by the applicants will be physically verified by an Expert Committee constituted by the Director of Technical Education on payment of inspection charges and the report will be submitted to the Government with suitable recommendation for the issue of No Objection Certificate. Based on the No Objection Certificate, the AICTE will issue by the viability letter and physically verify the infrastructural facilities available for establishing the institution. Final approval will be granted based on the merit of the recommendations of the Inspection Committee. After getting the approval, the management has to approach the University or State Board of Technical Education for the affiliation.

Procedure of Starting of Commerce Institutions

Commercial Institutions imparting training in Typewriting, Shorthand and Accountancy subjects get temporary/permanent approval from the Directorate of Technical Education, Chennai. For yearly approval, the cost of application from is Rs.100/- and for permanent approval Rs.250/-. The rules and regulations for according approval of commerce institutions are furnished to the applicants who seek approval of this Department for starting such institutions.

Reverse Brain Drain to Trichy

As you know, I have explained in one of my previous article about NRMs. This word is similar to NRI - Non-Resident Indian.
NRM denotes Non-Resident Trichyite. Isn't that a cool name?
This word includes all the individuals who reside outside trichy for various reasons, but track trichy happennings, or have relatives in trichy, have done schooling or college in trichy. OK, from now on I will denote those individuals as NRM, in the rest of the article.

NRMs are keeping track of Trichy through the news media and their relatives or friends at Trichy.
Seeing the progress and so called "Hype" happenning in Trichy, everybody is excited.

All the NRMs are having an idea of coming back to Trichy and live in Trichy. This is definitely a reverse brain drain for Trichy and this is expected to happen in a time frame of 4 to 5 years.

You might have read the previous article, which has a possible collection of things expected to be built in terms of commercial interest and infrastructure improvement. That definitely interests lot of people and NRMs will be definitely interested to come back to TRICHY.

These days, news comes in various ways. Unfortunately majority of our indian media concentrates on the movies and movie related programmes. This is terrible, in terms of culture and growth of the country.

If you are in United States, try listening to NPR news, BBC or CNN! They are awesome. The advantage with "National Public Radio" is - it comes in any city! Another thing is they don't have any commercial in between the programmes. All things are considered! They are awesome in bringing information to the consumers.

I am sure similar stuff is in india as well - like CNN IBN, NDTV etc., Do not just watch the movie based channels. Let us get out of the closet and explore the world.

Feed the mind with lot of facts, automatically there will be lot of processing inside our brains to produce very productive thoughts.

Inspiring candidate from Trichy - IAS!

A candidate from Tamil Nadu who did his degree course through distance education even while working as a clerk in the Railways has made it big in the All India Civil Services Examinations, 2006 .

It was not a specialised coaching material or intensive classes that took him to the 56th position in the national ranking and second in the State. He relied mostly on the district libraries, magazines and newspapers.

Twenty-six-year-old A. Saravanan of Tirunelveli did his B.Com through Trichy Kamaraj University's distance education stream.

Educational Quality in Trichy - to be improved...

"Ninety per cent of engineering students in the State, despite possessing adequate knowledge, are still not job-ready. The students need to work more to improve their professional and soft skills," Prof. E. Balagurusamy, vice-chancellor, Anna University, said today.

This factor emerged in the first cycle of the State-wide placement programme initiated by the university this year.

Of the 1,975 students from 168 colleges in the Chennai, Coimbatore and Trichy regions, who were screened by the information technology majors, Tata Consultancy Services, Cognizant Technology Solutions and Wipro, only 207 found placement.

Tamil Nadu has over 220 self-financing colleges. Of them only 168 could sent students who were eligible or met the criteria set by the three IT companies for the Statewide recruitment. Finally, the selected students were only from 81 colleges. The other colleges could not get even one of their students recruited in the leading multinationals.

Poor Communication

"From the feedback we get, it is clear that even students having enough knowledge do not possess communication skills and the courage and confidence required to get a job in TCS or Wipro ... Some students could not even initiate a discussion when they sat before the recruiters," Prof. Balagurusamy told newspersons after inaugurating another cycle of recruitment here.

Looks like our students are not trained on the communication, presentation and other skills...while they acquire the knowledge in the college or school...
